Atlantic Lithium Secures Parliamentary Approval for Ewoyaa Mining Lease

The Ratification
On 20 March 2026, the Parliament of Ghana formally ratified the Mining Lease for Atlantic Lithium’s Ewoyaa Lithium Project, marking the first time a lithium mining lease has been granted and ratified in Ghana. The milestone constitutes Parliament’s official approval of the proposed Ewoyaa Lithium Mine and Processing Plant.
The Mining Lease was initially granted by Ghana’s Ministry of Lands and Natural Resources in October 2023. Under its terms, Atlantic Lithium holds the exclusive right to carry out mining and commercial production activities over the Mining Lease area for an initial 15-year period, renewable in accordance with Ghanaian legislation.
The ratification enables the company to advance discussions relating to project funding and continue its progress toward a Project Final Investment Decision, two critical steps before construction can commence.

CEO Keith Muller also acknowledged the speed of the permitting process, noting that full permitting had been secured in a timeframe that “would not be possible in many jurisdictions,” crediting significant behind-the-scenes workstreams carried out by the team over the past two years.
About the Ewoyaa Project
The Ewoyaa Lithium Project is a lithium spodumene pegmatite discovery located in Ghana’s Central Region. It is Atlantic Lithium’s flagship asset and is being developed with the ambition of becoming Ghana’s first lithium-producing mine.
Spodumene Concentrate (SC6)
Spodumene is a lithium-bearing pyroxene mineral mined as hard rock. When processed to approximately 6% Li₂O content it is referred to as SC6 and is sold to chemical converters who refine it into battery-grade lithium carbonate or hydroxide. Australia is the world’s largest producer of spodumene concentrate.
The project has a fully assembled permitting suite. Atlantic Lithium received an Environmental Protection Authority permit in September 2024, a Mine Operating Permit in October 2024, and now the ratified Mining Lease, the final major regulatory hurdle before a Final Investment Decision.
The company published a Definitive Feasibility Study for the project in July 2023. Ewoyaa is being developed under an earn-in agreement with Elevra Lithium Limited. Atlantic Lithium also holds a broader portfolio of lithium projects spanning 509km² of granted tenure and 771km² under application across Ghana and Côte d’Ivoire.
Fiscal Terms & Royalty Structure
The ratified Mining Lease incorporates revised fiscal terms developed through government consultation with in-country stakeholders. The key revision aligns the project’s royalty rate and Growth and Sustainability Levy to current legislated rates in Ghana.
A new Legislative Instrument, the Minerals and Mining (Royalty) Regulations (2025), has become legally binding following the expiration of the 21-sitting-day review period. It introduces a sliding-scale royalty framework tied to the prevailing spodumene price:

All other fiscal terms outlined in the October 2023 Mining Lease remain unchanged. The revised framework is intended to ensure the project generates returns to shareholders while maximising socioeconomic value for Ghana, particularly for communities in the Central Region where the project is located.
Path to Production
With full permitting now secured, Atlantic Lithium’s focus turns to the steps required ahead of a Final Investment Decision. The company has stated that it intends to shortly provide further clarity on work completed through the second half of 2025 aimed at enhancing the project’s viability amid ongoing lithium commodity price volatility.
That work is expected to help define the direction of the project’s development and shape the steps to be taken before committing capital. Funding discussions can now formally advance on the back of the ratified Mining Lease, a prerequisite that many project financiers and potential partners require before engaging on terms.

Ghana’s government has expressed support for the project throughout the permitting process. As Muller noted, the country has built itself into a leading gold producer and has now taken what he described as “a major step towards a new lithium future.” Atlantic Lithium is listed on AIM (ALL), ASX (A11), and the Ghana Stock Exchange (ALLGH).
